I've found if you proc volatile with gyrfalcons, it won't give anti barrier rounds but if you proc volatile with void fragments like the grenade one or the new finisher one it will work. Volatile flow wont work if you have 3 weapon surges on. The max you can have is 2. Volatile flow doesn't work with Hard light or gravtion lance.
