Eleonora poleblade build.
Even at full upgrade, it's only able to do a fraction of a weapon with functioning scaling. I use it on a low level char, the weapon art seems really good for bleeding. I can't really speak for it later in the game though. Edit *Ash of war. Currently I'm not sure it scales at all (no + or - numbers after base damage).

The Poleblade will be a little weak but you'd probably do best with a pure Dex build. Pure Arc wouldn't do anything for HoM whereas pure Dex does help Eleonora's at least some. You can absolutely combo a huge chunk off health off as it hits 4 times in one swipe. It is totally viable. I personally really enjoy dual wielding 2 Elenora's poleblades. It has a lot of bleed potential and variability to moveset. Can either use regular attacks, jump attacks, or the weapon art. It is a ton of fun.
