You can get the rare random mod from the BoS vendors at White Springs, Watoga, loose mods around the Cranberry Bog, and from Cop-a-Squatter. Again, this is a very rare mod and it doesn't drop as a plan. Rifles drop from Enclave events. To get access to these you need to get to the end of the Enclave quest chain. Rifles can drop from the Enclave events with the aligned flamer mod already attached. Certain vendors may also sell the mod. Google "fallout 76 Enclave plasma flamer" and you should easily find more in depth information. The flamer barrel is not causing the weapon to deal fire damage, so it doesn’t count for friendly fire. You need a beta or gamma capacitor for that to happen, and those mods don’t exist for this weapon. If you want friendly fire on a rifle build, use a normal plasma or laser rifle with one of those capacitors. They do.

Farm the mod at the two vendors in Watoga. The Enclave Plasma Rifle with Flamer Mod already attached can also randomly drop from the Dropped Connection event. I've had the most luck at Harper's Ferry, but the others can drop it to, it just seems to be at a lower rate, at least for me.
The flamer, calibrated and refined mods only seem to be sold in Watoga. The quest "One Of Us" has a 50% chance to drop the Enclave Plasma and the event "Dropped Connection" has a 30% chance. Some loose mods may also be found by completing events in the cranberry bog such as "Cop A Squatter" which always drops a random mod.

I decided I would try to farm for one of the elusive Enclave Flamers now that they can be made legendary, and as luck would have it, after about 4 hours of serving hopping and events last night, I was able to get one. My first legendary roll made it a vamp/50% vats HIT/ 50% slower break.Starting with the upcoming update the best non-bloodied effects would be Aristocrats (50% damage if 29k caps) then Junkies (50% damage with 5 addictions). Next is Two-Shot. Then you'll be competing with variously increased downsides. Slayers are 50% damage against types and so forth.
