When my 2016 Cascadia was new, it was charging at 14.6 volts all the time. I found the same voltage sense fuse blown, now it reads 14.0 volts for over three years and never blew again. Must just be a cheap fuse from manufacture.

Which would be a common cause for the lights to not work. If you find the fuse blown and replace it. If it blows again, disconnect the trailer connection and replace the fuse again.
