They are billet aluminum spacers 100 ft lb seems OK for the nuts that hold the spacer to the hub since they are the rounded accorn style nuts and they have locktite on them. It seems to low for the nuts that hold the wheel to the spacer since the factory torque spec for the lug nuts is 150 ft lb. Your Maverick has very truck like lugs at M14x1.5, the same size used on the F150. In order to achieve the required amount of tension on the lug which is much thicker than most car lugs which are typically something like M12x1.25 you need more torque, hence the 148 lb-ft requirement.
