Once a spec is designated you should also uncheck 'default' for it. You can also designate multiple specs for one binding by opening the menu again and clicking an additional spec.

Bartender4 - this addon is a godsend to remove the default UI bars and artform. It allows you to clean up the screen immensely and give yourself more room for other stuff you might like. Shadow unit frames - I use this unitframe as it is easy to configure and minimal in extra crap. again this is to clean up the UI and leave you more room to see ... It's just the way WoW/ElvUI is coded, bar 7-9 are the default for action paging(e.g bar 1 becomes bar 7 in cat form, 8 in bear form, 9 in moonkin form or something similar). Didn't double check the specific numbers but you get the idea. Naowh's pack is very good for people getting started with their UI. His Weakauras are very uncomplicated, his UI elements are big enough to be seen, his personal font is very good, etc. My overall recommendation is to get Naowh's pack, and once you're used to it start tweaking it to your specific needs. One of the main difference between Tukui and Elvui is that Tukui is designed around Blizzard default UI, whereas Elvui goes along the same premise but with a lot of extra features already built in (take the GUI for an example). Like Elvui, most things from Tukui are configured automatically and the UI as a whole will work straight out of the box.First check the Load tab that you're not being too specific there.
