Also, our router chooses the middle of the day to expire/renew it's IP address (even though we have a static IP). This causes about 5 minutes of downtime out of nowhere.

The ideal way to have “no downtime internet” would just be to get a device like a Watchguard that supports Multi-WAN with failover. Plug your primary internet into WAN 0 and a second router with that cellular connection (or some other ISP) into the WAN 1 and you just setup a ping routine in the router and it checks that each connection is up.
Now experiencing the second complete service outage (TV & Internet) in my area within this month (UT 84074). This is unacceptable service in my view. It is difficult at best to find the method of requesting refund for outages; I sincerely hope this is the correct method. Thank you.
