If we are getting now power out from the TIPM, chances are there is a failure within the printed circuit board integrated into the TIPM. Its just 2 wires. You should check every module to see if you have voltage on that can c pins. Just stick a multimeter on the 2 wires. This can be confirmed by connecting with a scan tool to check it's status when turning the key.
