With eleanor you need to be as peaceful as possible so having non upgraded units late game isn't a problem. For playing cities just make sure you read the adjacency bonuses for districts, I recommend the mod detailed map tacks for placing cities if you play on pc. Make sure you have a theatre square in all your cities to hold great works.The obvious choice sounds like divine spark, but great people go fast on deity, and the river goddess is a really strong pantheon when you spawn around many rivers.
