At idle it’s between 1450-1500, and 3400 at WOT at peak, but will pipe down to 2800. I know idle should be adjusted at the throttle plate closed at 1450, with the governor plate screw to 1550, and WOT governor plate to 3600rpm.

First thing I would do is get a Tach on it and run it where it is surging. Grab the linkage with your hand and hold it at a steady RPM where it normally surges. If the surging stops and it runs fine, the problem is in the governor. If the engine dies or wont run steady while holding the throttle you have a fuel problem.I have a 15hp Kawasaki on a 48 Lesco and the engine surges. I did all the routine things I could think of. Check the pilot jet or the pilot jet air screw. The engine will often run fine at idle, but will die when it is throttled up. This is because there is less air moving through the engine at idle. When the engine is run at full throttle, especially under load, the air flow is much greater, which causes more back pressure, and results in the engine stalling.

Make small adjustments to see if the rough idle improves. If so, you will probably want to get a cheap tach to verify you are within a safe range.
