I shoot an older knight Revolution that uses the plastic jacket.I actually like this setup because it gives you a little more primer to hold and load especially with cold fingers!!I think the idea was to seal the breech,but in the cold I think the plastics too stiff to get a great seal.In a pinch you can pop the used primer and reuse the jacket.

I thought it was a 209, but everything I look at says to use #11 percussion cap. I used 3 209 primers in it today to see how it shot, and had trouble keeping the primer inplace.
