After logging a few times it seems like the Vex Strike Force event begins 10-15 minutes before the hour. Vex Force people tend to join at phase 2. Yes the spawn rate sucks. In the end, you're better off farming lost sectors for now. 5-9 min each, if you wait for the short masters it's a fairly good farm.
