Edit: I found out how to do it. You need to complete sub story 36. To do this, you need to have level 7 confidence and level 4 charisma ( I don’t remember which trait you needed off the top of my head but it has to be level 4). Upon completion, the shop is then unlocked which has the weapons. Sort by:
Adachi = Enforcer, Detective, Bodyguard. Han = Hitman, Bodyguard, Host. Zhao = Gangster, Breaker, Chef. Eri = Clerk, Night queen, Dealer. Fortune teller is pretty strong too, has an AOE attack buff and an area lightning attack that does magical damage.
