Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up. Once that happens, the npcs will spawn a few seconds afterward.

If you want to use it, yes. I don't suggest it personally, it's pretty easy to make money in Skyrim. You have a mod that specifically fixes the various chest glitches in the game. So, yes, if you want to use the chest glitches then you need to disable that mod. If you disable the mod now, it could ruin any character that ever existed with that mod.Well, not every time. Sooo... Wait 'till the caravans are in dawnstar, wait 48 in-game hours,activate their supply(ask em what they have for sale) and it should refresh the chest's inventory.The big deal is, you can get a ton of items for free and you can get to it pretty much at the start of the game.
