due to the inherit vagueness of Zomboid's lore, there is no way to know for sure. but I believe it has to do with the U.S. Military. the infection gets reported in Okinawa, Mogadishu, and Seoul which all track with 1993 U.S. deployments. this also makes sense if you follow the animal experimentation theory in the secret military base.

If you mean specifically the large backpack, survivor houses will usually have a zombie wearing one locked in one of the rooms. This is the best way to get it, since there's usually a few in any given town as opposed to driving out to some overrun military location or waiting until survivor zombies start spawning out in the open. 2. The best stuff is the military clothing/backpack (and helmet) cause of the extra protection and carry weight. Now I didn't stay long enough to make a base but food isn't really there unless you clear out the dense forest and start a farm.
