The more points you put into a hyper stat, the less value you get out of it. Meanwhile legion is more of a one to one comparison so each legion block is equally valuable. first, prioritize critical rate until you reach 100%. if you have a lot of legion, you can try to get a 100% critical rate by expending some legion blocks instead. that way you can spare hyper stats for other things. for ied, try to get at least 93% on the stat screen. a lot of it comes from equipment, but you can also use legion blocks. On my Beast Tamer, with Lv3 link skill, cap legion, Lv10 IED hyper stat, 21% m.att/30% IED emblem, mainpot, etc, I am sitting at 96.41% IED outside of burst. I was at 95.94% IED at Lv7 hyper stat. Which is about 1.6% DPS increase outside of burst and I had to decrease %crit dmg from Lv13 to 12 and flat INT from Lv4 to Lv3.

Crit damage is ones of the hardest stats to get, and Attack typically gives the largest damage boost, which is why Main Attack with sub main stat and crit damage is usually the largest damage increase as a first hexa stat. Boss and IED are significantly easier to get, especially with Familars and Gollux in GMS.
