The addition of the third one makes the problem more severe. The distance between the supporting floats is a matter of importance at certain speeds. Depending on which way the boat is tilting, drill a small hole in the bottom of the pontoon on the side that's tilting down. The hole will allow water inside the pontoon a place to escape.
