In draft mode the lift should only raise during the last two inches of travel on the control lever. You can move the quadrant backward or forward to adjust this. It's been a while since I took a flow control valve out (only did it once)but I think you need to raise it up as far as you can and at the same time use a pliers and pull the tube out of the bottom. That filter is on the suction side not exhaust. I would fix it if it doesn't require a split to do.

The lift only works if the draft control lever is all the way up and held by a piece of wire. Is something bent, worn, or out of place? I have never had the rock shaft cover off of one of these machines but I have pulled lots of JDs. New to Tractors. 1) Changed Hydraulic Fluid (previous fluid was slightly milky ) 2) Verified fluid level. 3) Adjusted Flow control knob on Right side of Tractor (Returned to original setting) 4) Bleed air from Hydraulic pump ( Loosen Hex Screw on Pump NO Air Present) * Lift will start lifting in 10 - 15 seconds.Clean the suction screen and hydraulic filter. Welcome to the tractor forum. I have a Ford 3600, which is very similar to your 2600. On my tractor, when the draft control lever (inner lever) is in the full up position, the lift is in the full up position, and the position control lever has no affect. See attached diagram. Shaft #23 is actually a concentric shaft (has inner and outer shafts).

I think most if not all 3ph's have two possible oil paths to the cylinder.
