On my 2000 7.3 the high idle always kicks on up to about 1200RPM when its cold out. It makes a huge difference in warm up time. This is a very common switch to go bad. The air manifold is located in lower section of the middle dash. I am attaching a diagram of the air manifold with all the switches. The switch you are checking is the park brake cutout switch.I forgot that you do have to push the set twice to get activate the high idle. Mine has always been that way after startup. After it is activated, you only need one push of the set or resume. If you shut down the truck, it starts the whole series again. Mine has worked flawlessly though.
