Delete files called "config_mp.cfg" & "upshd.dat" from folder "players2" (Steam\steamapps\common\Call of Duty Modern Warfare Remastered\players2). It will solve the problem. If you go to Settings > Apps and find there's Forza Horizon 4 and separate entries for any car packs you have, delete the data for the car packs and "uninstall" them, but leave data for LEGO Speed Champions or Fortune Island if you have those. The cars are still in your game and this sped up my launch time and sync times massively.
