It does feel it should be this way later in the wipe. The maps should just gradually get harder as wipe continues. New players can deal with it same way they do during events. Maybe have level capped raid scenarios in the future. Raider patrols and whatnot.

At the end of wipe, there will be a bunch of events, bosses will be on random maps or scavs will all be raiders. Maybe some injectors with random effects and possible instant death, things like that.
